Testify at Carbon Cap Hearings!

New Energy Economy’s Petition will require fossil fuel industries to reduce greenhouse gas (GHG) emissions based on a theory that GHG emissions constitute “air pollution” and threaten the health of people and natural resources, under the Air Quality Control Act. Further, the Petition requests that the EIB (Environmental Improvement Board) impose a cap on GHG emissions pursuant to its authority to abate and prevent nuisances under the Environmental Improvement Act. Despite legal challenges by fossil fuel interests to even hold a public hearing, the EIB granted New Energy Economy the right to a hearing. Public and expert hearings were held on March 1st and August 16th and there was compelling testimony with some key highlights:
- Our global climate is warming and the impact on New Mexico is quite significant already.
- Some of the most profound potential changes are related to water, which is certainly scarce and precious here already.
- Experts testified that adoption of the Petition is easy and necessary.
- NM has great potential to develop green jobs (but is falling behind other states in the clean energy race).
- Investors are looking at policy signals like a cap on carbon before investing in clean energy technologies.
- The costs of inaction on climate change are substantial.
- New Mexico’s regulation would be the strongest cap in the nation and will be a model for adoption in other states.
There are currently sixteen co-petitioners that have entered in support of the petition, and we have garnered 350 businesses statewide that support the goals of the EIB Petition. We are receiving support from doctors, ranchers, youth, teachers and renewable energy
businesses coming from communities as diverse as Gallup, Las Cruces, Clayton, and Santa Fe.
The Environmental Improvement Board finds itself at an important time in history with a regulatory decision that will have far-reaching effects. As the “gatekeeper,” the EIB can usher in a critical and needed change in our energy paradigm that fosters a clean energy economy, stimulates dramatic growth in New Mexico’s renewable energy businesses, and helps to solve global warming. By
supporting a cap on carbon the EIB will position New Mexico as a leader in addressing climate change and foster new energy technologies, production, and export.
This will have both a qualitative and quantitative effect on jobs, our health and our children’s future.
